Is it Against the Law to Have Your Fingerprints Surgically Altered?

The correct answer is b) No, unless you do it to avoid being convicted of a crime.

There's nothing inherently illegal about modifying your fingerprints (yet) except in the case above, in which both you and anyone who helps you (including the surgeon) can go to jail. This has happened before and is a particular problem among migrants who want to cross borders illegally.  However, at present, there are no doctors who have perfected this surgical procedure to the point that it leaves no scars and is undetectable by experts....or are there?
